Originally it was only every two years (odd numbered years) and believe me, some people do very vocally complain about it in the same way you suspect they would in your country. Fortunately it's been going for 40 years so those opinions don't ever stop it - but there are many governments in recent years who have had their eye on the BBC and how it's funded, and not in a good way.
