Eh, I chalk this down to ease of drawing and not anything more than that.

One template for many characters = easier to churn out content especially if you have multiple artists working on something. Like yes one extremely generic conventional attractive template will be chosen, but I doubt it's 'trying' to make a statement about unattractive people not existing, any more than anime sameface is 'trying' to say everyone in that world are aliens that for real don't have noses or sprite rpgs are 'trying' to say everyone in their worlds' heads are as big as the rest of their bodies

Caveat: if every female character has the same body type but the male ones are drawn with wide variety of shapes and sizes, yes, that's saying something even if it's as basic as 'artist doesn't care about female chars as much' but that's usually not the case and all the male characters are also generic bishounen body types in these kinds of series
