there's also the gender issue - men in the army would swear a blue streak, but it was much more taboo to swear in front of women/"mixed company"

and for steve, even though he knows it's not that women are delicate or whatever, but he probably sees it as a sign of respect and would feel reluctant to just ignore it. natasha, just like peggy, is a solider AND a woman. there's actual records of wwii soldiers being SUPER embarrassed and apologetic when they realized female radio techs could hear them cursing!
