DA - yes but they don't say don't visit the US as a whole. (Though tbf some people are saying that these days.)

Maybe not the USA as a whole... but specific states as a whole, definitely.

Several countries have issued official travel warning for the US as a whole because of incidents where tourists were unlawfully detained and deported so... yes they do say that. Tourism to the US is at an all time low for a reason.
