Barbie has canonically run for President of the United States (Barbie for President, 1991), and the minimum age at which you're allowed to do that is 35. She has also had multiple careers that require advanced degrees, despite only occasionally being a genius. She is also, as you state, a teen model.
Therefore, the only logical conclusion is that Barbie's age is neither fixed nor linear, and she is always exactly as old or as young as required to make the bit work.

Barbie has three younger sisters who are currently the primary focus of her family: Skipper, Stacie, and Chelsea. Skipper Roberts, the first of Barbie's sisters introduced, was initially released as an 8-year-old in 1964 but was later reimagined as a 14-year-old teenager...

Stacie Roberts, introduced as Kelly in 1990 and renamed in 1992, is portrayed as an 11-year-old, sporty, and competitive pre-teen who has her own line of sports-themed dolls.

Chelsea Roberts, originally known as Kelly in 1995 and renamed in 2011, is Barbie's youngest sister, approximately 6 to 7 years old, and is known for her curiosity and creativity
