That is actually *not* a given that this person wants to 'date'; some people do actually just hang out. Maybe they think you're really interesting, or funny, who knows.
However, if you really have no interest, just don't follow up, and if they persist, you can flat out ask if they're asking you on a date or just a sort of friendship thing. No shame in that. Good luck, hope they don't get all annoying.

Thank you, that's what I thought! Maybe my friend is just being weird. Either way, I don't really want to hang out with him since we have zero in common, so if I see him I'm going to just not bring it up.

(Also, you saying "they" makes me laugh because given his whole vibe, I'd bet money on him being the kind of guy who "doesn't believe in" pronouns.)
