I like Bucky and I like that movie and I think I agree.

The rest of the characters could have used the extra time for a little more team development.

I also don’t really get the whole Bucky-goes-into-politics plotline. Admittedly, I did skip Brave New World, so maybe something important was established there. But it felt poorly thought out and like they were just running some character growth in the background, a bit like Bruce Banner in the later Avengers movies.

You didn't miss anything important in BNW, don't worry. (Bucky has a cameo, but it's about him showing up to support Sam when another of Sam's friends nearly dies, it doesn't get into his personal arc at all.)

I ended up being reluctantly charmed by how weird and nonsensical his short-lived political career was. But it sure was weird and nonsensical.

I did like his role in Thunderbolts. He's already at the far end of the "scary shadow-ops assassin character gets to break free of that life and rebuild themselves as a celebrated public hero" journey that the rest of the team is starting on, so that added an extra layer to the group dynamic that I'm not sure any other MCU character could've brought.
