At least in cdramas, this has been happening for a while but I think the popularity of super short dramas has increased a lot recently. I haven't seen any, myself, so I can't really comment except to agree that dang, that seems way too short to develop a decent plot? But my guess is the majority of viewers don't care about characterization, etc. and they're just filling in the plot with familiar tropes and shipping. People do the same thing with fanfiction that lacks plot and decent characterization. They're mentally filling in the holes and enjoying their favorite tropes.
