I've never had that issue. Just use a pot and then shake it to level as best you can and use the crease of your thumb to measure if the water is high enough, about an inch give or take to how much rice you're cooking. Cook on med for 20-23 mins, don't let it overboil, (turn heat down if/when it does) and after the timer goes off check it for excess moisture by flipping the pot over to see if it drips, if so cook it 1-4mins more, but take it off early after a check if it smells like it's crisping, otherwise it's fine.
Then again, rice cookers exist for a reason. I love the way I make my rice, but you might not.

I wouldn't buy from walmart any day of the week, but it depends on the space you have to store the device, and how often you cook rice. Can you eat eight cups of rice in the time it'll become poisonous? If not, buy the smaller one. That's still a lot of rice, and you'll both save some space and a lot of waste with buying the smaller of the two... Uh, assuming the 6-cup version is actually the smaller of the two models.
