Are they actually going to recast characters whose actors are gone, or is this more of a "Stories of the Babylon 5 Universe" thing? Because the latter seems more acceptable to me.

Well, they did the animated movie that basically reset the universe, changed the story of what happened. It sounds like they want to do a new story but with the same characters.
