While not as large as Chine or India, Japan also has many regions with many regional dishes. By your own logic, just saying "Japanese food" is the same as saying "food", right? Do you see how ludicrous your reasoning is yet?
But to answer your question (because I understood what you meant by "Japanese food" even if you didn't list specific regional dishes), some Japanese groceries sell fish that's meant for raw consumption. Some non-Japanese fishmongers do as well, both in brick and mortar locations or via shipping. Restaurants are also a likely possibility, since the thread didn't stipulate that the rice accompaniments needed to be prepared personally by the user, at home.
