But I think a lot of it is just fear and insecurity.

Serious answer: There is often an erotic element to the experience of humiliation and degradation. This can manifest in many ways in porn/erotica, but when it comes to racist white men, black men sleeping with white women is an effective way of arousing strong emotions related to "despoiling" and "violation", which is cashed out in an experience of sexual humiliation/degradation on the part of the fantasizer, all of which is very emotionally powerful and arousing (in both the sense of attention-grabbing/mentally interesting and also physically arousing) when it comes to sex. And then rather than think "Oh, this is a dynamic I enjoy a lot in my porn" and leave it at that, they feel the need to craft a whole narrative to explain why they're obsessed with it in porn (i.e. black men really ARE sleeping with white women and this is a social problem that society needs to care about and the humiliation I feel when watching porn has to be resolved via political struggle).

To me it's a combination of: (1) preexisting racist beliefs (black people as "lower"/"lesser", "defiling"/"corrupting"), (2) frequent indulgence in iddy fantasies/emotional arousal because it feels good/exciting, (3) lack of self-awareness about the difference between sexual fantasy and reality, and the mistaking of one's iddy sexual fantasy as a social problem that society needs to act on.
