As someone not in the fandom (I don't even know what show/movie this is) they kind of just look like the same person? Is it a twincest vibe?

One is Galadriel. Other is Sauron in disguise as Annatar, claiming to be good and bringing help to the elves. In the books, Galadriel dislikes Annatar but doesn't know he's Sauron. In the show, Sauron already revealed himself to Galadriel by this point.

The reason they look so much alike is because the series is not well written and it isn't well made despite the showrunners having a passion for the material.

Whether or not you are right about it being badly written, their looks seems a weird reason. In fact, Sauron in canon specifically made his Annatar appearance elvish (well, maiaish, but the elves looked like the maia, and he intentionally looked like one of the good maia) and one that looked welcoming.

I'm not even sure what is meant by suggesting they look alike, though, other than the long blonde hair? Which is canon for her and non uncanon for him (we have no idea what color Annatar's is).

the looks of lots of characters were off. Elrond and Celebrimbor looked terrible (though I'd argue that they were actually written very well, just didn't look right). But picking Galadriel and Annatar for that sort of criticism seems stupid.

The blonde wigs are one part of it but I think their faces are very similar as well and not necessarily in a helpful way. They have similar T-zones especially their noses and chins. The actor for Annatar was fine but they should have done more to differentiate him from Galadriel in terms of hair and clothing design, especially since Celeborn has light hair as well. They have options, it's just a bummer that they don't use them. I hope they bring back the human incarnation of Sauron because that guy did a good job and had a distinct look.

Elrond and Celebrimbor had good parts, yeah. There's just some questionable decisions happening with the hair styles and costumery. I like that the script it emphasizing them singing a lot more than the movies did.

I mean, Galadriel and Celeborn are married by this stage, so "looking somewhat like her missing husband" seems a very Sauron-like thing to do? He wants to appeal to her. I don't ship it, but he certainly does!
