It looks like this is a thing you have to get invited to. How does one do that?

You just have to ask. Reddit or Tumblr/Bluesky/etc. may be a decent bet. I joined Moderneopets when it accepted applications, and I was invited to Grundo's Cafe from an acquaintance. The latter's Discord server has a channel where people give out referral codes.
