I feel like it's a matter of convenience. The Kylo Ren story builds on existing characters. The Rey story has to create new ones. Not to mention her lore was probably pretty boring before she began her hero's journey. Does anyone want the story of Luke as a farmer? No, that's why we got the story of his daddy-o.

I generally don't think a Rey movie (or a Kylo movie for that matter) should be a prequel. The actors don't get any younger. Just do a Rey movie as a sequel. You can use existing established characters and won't have to CGI the faces to death.

The Rey movie was supposed to be a sequel so Disney could have used existing characters like Finn, Poe or Rose.

I think Rey could be explored in interesting ways like how does she deals with the fact she's a Palpatine? It's pretty big deal in her lore.
