The 400+ is only for cases where you did not collect any in-game currency. On the other hand, you can get more copies of the same character for their skills to get better so if you want to spend money on that and are extremely unlucky, it can go up into the several thousands. But then, those characters usually have reruns so you don't HAVE to get them the first time they come out and can save up with in-game activities for the next time, provided you don't pull for other character in between.
