Maybe, I guess, but only if you use a very specific definition of "star". People do sometimes say "X was the star of the show" to mean they were the best performer, even if it wasn't what would be considered "a starring role" i.e. a main role that receives top billing.

Oh that's a good point about how people are using "star" when they talk about it. I was thinking more "leading role" but you're definitely right that there are different ways to use it.

Yep. I've also seen a lot of poeple mistake "I personally like this character" to mean "they are the star of the show".

But yeah, I mean, Dukat is a pretty popular character, but with him it's more because a) he was an interesting and formidable villain, and b) some people, as noted elsewhere, simply enjoy villain characters/find them hot. Honestly, in my time in this fandom thus far, it seems like there's decent fanbases for all the characters - yes, some will have bigger fanbases (like Garak and Bashir, as the secret notes), but Kira is also pretty popular and beloved, and there's a lot of people who like Sisko, and Quark has his own passionate fanbase, too :D. I think with this show a lot of it depends on the fandom circles you run in as to which character gets the most focus/attention from fans.
