I mean, shipping buddy cops of the same gender is... incredibly popular? So there'd be a LOT of shipping, but no expectation of seeing them become canon, whereas when you have buddy cops of different genders, sometimes there IS that expectation that they'll end up together. Like, no one shipping Starsky and Hutch thought they were going to get together (though many a fic has been written), but (counting federal agents as buddy cops for the purpose of this argument), your Mulder and Scully or your Scarecrow and Mrs. King were a different story.
