Victims fighting back and winning doesn't work for me because in real life, they end up getting punished for hurting the bullies, by the justice system that's supposed to protect them and punish the bullies. Whether it's kids or adults, the adults at school or the police.

Sometimes. Depends on how caught they are, whether the inflicted revenge was worth the punishment, et cetera. I find "vengeance or consequences served stories" more believable than "the justice system prevails" ones, because like you said, the system that punishes victims for fighting back also doesn't punish the bullies in the first place, so...
