It depends if they were raised as siblings or not. I've always felt fairly strongly about this because my fave show as a kid had a character with an adopted brother and the fandom completely and utterly refused to acknowledge them being siblings. They'd go out of their way to use the one characters split personality as a brother rather than use his literal one. It was so frustrating.

It's incest because if they were raised from a young age together, then they're siblings. Blood or no blood relation. Family is family.

secret said "met as adults or near-adults" though. so there's no "raised as siblings" unless raising starts at like 17
