I think the rise of plastic surgery procedures for younger women (I say rise because they always existed, but not to the extent there is now) combined with the return of nicotine consumption (via vaping) is what's driving people's sense of "why do they look older?"

That, and current makeup trends that seem to be trying to recapture that late 90s/early aughts tanning bed beauty queen look, but without the actual tan and an overall darker palette. So it ends up being the kind of heavy, slightly overdone makeup that people over the age of 35 associate with older women.
