Honestly, with every Doctor they lose people, because the new Doctor is going to be different from the old Doctor in ways some people don't like. Ideally the new Doctor also draws new people in - but you get to a point where everybody who's going to be drawn in already has been and has already quit in high dander years ago. I've got no sympathy for the people blaming it on bad writing because I quit due to bad writing back in the days of Eleven, but that's kinda my point - the people who quit with Ten, quit with Eleven, quit with Twelve, whatever the bad writing of the day is, you aren't getting them back just with a new, more different doctor. I got a little less patience for the people who stuck it out through all the many decades of previous bad, often misogynistic writing before and suddenly quit when it's a woman, but I get it.

The last couple doctors being a woman and a Black man didn't help, but also I suspect they finally let them cast a woman and a Black man because they realized the show had already been running so long it had crossed the line and no white man stunt casting was going to bring the viewership back up to the Tennant years, so might as well let some "diversity" see it into irrelevance and get the brownie points.

(And the whole thing where they completely rewrote the mythology and backstory with every new Doctor certainly didn't help either, it doesn't matter how "good" the writing is, people stop caring.)
