nah if they meant newbies they would say newbies. by normies they mean normal people with lives and interests, who aren't terminally online and deep into whatever culture it is (usually anime)

There is no difference. Newbies are normies. It used to be that if a normal person got a glimpse of fandom, they'd run away far too fast to stay and get a reputation as a newbie. You have to be at least a bit of a freak to be able to handle the entirety of what fandom is about.
