The dad sounds awful. Nobody loves paying for parking, but to impose on someone else to go through the money and not even bother to offer gas money or pay the parking fees? Both should be a given. I bet he's going to be a shitty caregiver for your friend's mom, too.

If you want to be passive aggressive, cheerfully and enthusiastically point out the parking lot and say oh, good news, there IS convenient parking here! Which is great for you, because I can't give you any more rides. :) :) :)
