Things like this are so "whiteness is the default" level of thinking. It's racist, but because it's not directly "I HATE PEOPLE OF COLOR!" there's room for plausible deniability. Given that it's a work of fiction I don't think there is anything wrong with casting characters a different race than the original intent/interpretation. Also, the HP books didn't have a focus on racism and how it operates in the HP universe, so blind casting most of the characters wouldn't be an issue.
