That's actually an apt metaphor for the behavior OP is describing.

It basically means you have proof of what you claim a person did. For example, if I say "Brenda harasses immigrants, and I come with receipts," then I would present a link to a video or multiple tweets where Brenda is engaging in that exact behavior.
