The main issue with Doctor Who in the 80s was there were people who basically wanted the show to die, and some of them had the power to try make sure it happened. Nobody can read about the fuckery that happened during Six's run and consider that the show was in good health by that point, but Six (and by extension Colin Baker) was unfairly blamed for it when it feels like he was set up to fail. During Seven's run the show started to find some footing again but it was too late, the BBC wanted it gone so it was cancelled.
Also, there was Mary Whitehouse and her pearl-clutching merry band who complained frequently about the amount of violence.
Thirteen's run in New Who wasn't my favourite but imo Jodie was fine. People complained a lot about elements of Twelve's run, I even remember some griping when Eleven was on the show. I just think Doctor Who fans like complaining (and I'm saying that as a Doctor Who fan who isn't immune to complaining.)
