I still believe the shapeshifter character in Star Trek VI was only written into the script in order to have their death be used as trailer-bait. It is so blatant, and their death so perfunctory and at odds with the construction of the rest of the plot that that is the only explanation.

You're not necessarily wrong, but I can think of a couple of other reasons why it might be like this, from knowledge of other films. There might have been more to that particular storyline, but other footage got cut for time or because they wanted the movie more streamlined. They might have had other stuff planned, but the actor/character didn't turn out as they had hoped. Other scenes might have been planned, but scrapped due to budget overruns. As to why it would if been kept, even if the rest of any relevant storyline was gone, more than likely, somebody thought it looked cool.
