He may or may not be entitled to citizenship, and he might have a hard time proving it. The US has cracked down hard on citizenship by descent - he'd have to prove she was his mother (maybe via DNA links to other US relatives) and do a whole lot of paperwork AND prove that she was who she claimed. He'd have to do all of this via a US embassy or consulate, and I don't know if Eternia has one!
