Small digression: if hobbits are indeed descended from human/dwarf pairings then dwarves are close enough to humans to be considered the same species separated by distance (similar to lions and tigers, which can (and have) produced fertile offspring, but which are considered to be separate species because the distance of their respective territories prevents interaction (outside of zoos), which in turn has led to dramatically different appearances.
Also, since Elrond "half-elven" is a human/elvish cross who is fertile (and has apparently fertile offspring-- at least, Arwen did produce a child with Aragorn), elves also are close enough to humans to be considered more or less the same species-- see above with the hobbits.
Okay, okay, I know that according to The Silmarillion they all were created separately, but there you go. XD
Aside from that, though, they are still all apparently mammals (hair, mammary glands, live birth)-- and to the best of my knowledge, all mammals have foreskins/prepuces to protect and lubricate the penis.
Soooo.... It would be perfectly logical to assume that elves and hobbits (and I would assume dwarves as well; if they can cross with humans they have to be mammals) would possess foreskins too.
Now, whether or not they practice circumcision (or whether the humans in Middle Earth do) is another question entirely... XD
