Because it's someone's opinion, and what is offensive to one person won't always be so to another. Often it's something that only looks off after one reads the finished story.

(Unless it's something shockingly offensive like the SPN fic. In that case, however, I suggest that you start by treating CoC as actual people.)

The community would end up with so much White Knighting and defensive "but the comm said it wasn't racist" comments that it would ultimately be less helpful.

If the comm was used to beta already written fics, then I'd agree. But it might be nice to have a place where you could describe common racist/sexist/homophobic tropes, and give advice on how to avoid them. That way the author could get enough information to make their own decisions on how to handle these difficult issues.
