She is also one giant "Fuck You" to Batman. By keeping little Harl' around the Joker is saying, "you can lock me up as much as you like, but not only will it do no good, I'll even use it as an opportunity to destroy those that are set to watch over me.". Every crime Harley commits is a jab at ol' Batsy because he put Joker in reach of her. It's ataunt for everytime Batman catches up, does he break his cardinal code and kill the Joker or does he pack him off to Arkham and possibly create another Harley. Win-win for Joker.

I agree; I've seen Harley described as "a warning" before - look what I did to my upright, ambitious little doctor! Watch out doc or it could be you next!

And Arkham's revolving door makes it a great holiday camp for Joker to recuperate at for a couple of weeks, screw with a few doctors (one way or another) then kill a couple of guards and it's off to see Batsy again refreshed and ready to paint the town red with the blood of innocent passers-by.
