Western culture, especially the culture that creates filmed entertainment, highly prioritizes sexual romantic relationships. There are a bunch of reasons for this, like the drama of it, but a huge chunk of it was the elevation of the nuclear family in western culture in the years after WWII. There were MANY narratives in the fifties where the entire point is that the romantic couple forsake friends and family in order to be together. Romantic love is more important than anything else in many, many narratives.
So really, what shippers are actually trying to say is, "this is an important relationship." And the way to write a fic that says that, that even can say "this relationship is primary" is to make it romantic.
That said, it is so rare for any straight man and straight woman to be "just friends" on a long running television show that other than the show Friends I honestly can think of very few. Eventually they'll have a tense moment, a kiss, whatever. Part of that, of course, is that most of the function of most female characters is to be either a sexual object or a sort of emotional release, often both.
And sure, you could say that in our real lives our friends are as important as our romantic relationships, but then I would advise you to look at some advice columns/articles about relationships in men's and women's magazines, where they're constantly telling you not to trust your partner's opposite sex friends, and not to trust your same sex friends around your partner.
