Showing skin does not automatically make somebody a skank. Otherwise everyone who's ever gone to the beach or pool is a skank. I have gone to the beach and assure you I'm no skank.
I like this design. Naturally, I prefer her original, but this is nice too. Sure, it's sexier (still trying to figure out why and when sexy became a bad thing. Someone tell me?) but it retains her charm and fun. It's a sexier look, but it manages to keep her personality completely intact without sacrificing any of that cute girlishness, grace, warmth and friendliness about her. Seriously, I think your biggest issue with the design is you projecting "skank" onto it, which is an issue on your end.
As for what the fandom thinks... the fandom has a lot of trouble with Rinoa. A lot. I wish preferring this outfit were the least of it, but it's the bottom of a very long list. So relax, OP. You get her, I get her, the hell with what other people think. DUDE! Some people think dead alien ghosts stuck to your body are what cause mental illness which can be cured by large donations of cash - the hell with what other people think.
