It wasn't MEANT to be a horror game tbh, definitely not in the way that Fatal Frame and Silent Hill are horror games. It was a horror game in the same way that, like, The Evil Dead is a horror movie. It had a midget villain and the line "Your right hand comes off?" for god's sake. It was just a fun campy fake-horror shooter.

I'm not so sure about that tbh. I think Capcom genuinely believe they are still making horror games. RE5 was marketed as having "Fear You Can't Forget" and the makers touted it being one of the few terrifying games set in the daylight. Needless to say...it wasn't scary at all.

I think RE5 was intended to be more like a typical horror game than RE4, since it lacks some of the humour and intentional badness that RE4 had, though it's still far more action than horror-oriented; it was just a failure. I can't tell to what extent Capcom think they're really making survival horrors (surely they must realise games of that genre shouldn't let you play as a big burly dude with 50 different guns?) but even for RE4 I think the marketing has to play it straight and pretend to it's a real survival horror, otherwise the whole thing would get too self-aware and unfunny.

Agreed. It wasn't really horror, it was more action than anything.
