The artwork is from "Count Cain", so I assume it refers to the secret organization "Delilah" depicted in the manga. It's all about a world conspiracy, really sinister stuff in the usual Kaori Yuki manner.

When this song first came out, one of my friends pretty much just listened to power metal and the soundtrack to guitar hero. Was lurkin' on his ipod one day and found out that THIS was his most played song. You best believe I judged him hard.
