A woman from anywhere. Most men from East Asia don't look like women either. I've heard "he looks like a woman" as a compliment in some East Asian media, but this does not mean East Asian men, as a whole, look any more feminine than men from anywhere else.

Obviously not, no, as they don't all have this very specific profile which codes "female" in the West and "male" in East Asia (see my comment above); also, they are going to be performing masculinity in other obvious ways, such as dress, voice, mannerisms, wearing facial hair, etc.

East Asian men, as a whole, look any more feminine than men from anywhere else

You'd be at odds with a great deal of Western literature with this statement, comrade. It really is just cultural lines crossed, but traits like hairlessness, smaller noses, lack of brow ridge, smaller hands and feet, etc., tend to be marked "feminine" in Western culture, and those are strong (though not absolute, you're going to find exceptions, obviously) signs of ethnic difference, i.e. you're going to find a lot of men from East Asia with relatively hairless faces, small noses, no brow ridge, small hands and feet, etc., compared to Europeans and those of European to descent.

Combine this with the fact that - in Japan in particular - men can still perform their masculinity by wearing makeup and longish highlighted hair and what we would consider "feminine" clothing and colours, and... yeah. It may not be the most politically correct thing to say, or even fair, but it is not an unfounded claim. (This latter applies to men raised in East Asia, obviously - if you're talking about men of East Asian descent living elsewhere, well, yes obviously they'll have been trained to perform their masculinity differently.)
