It's not censorship. The book is in the public domain; anyone can publish it and indeed there are several editions floating around. This particular edition specifically is for schools to try to get around the problem that many schools ban the book entirely because of the language (and note, this debate was started by an African-American scholar and parents who felt the presence of the word made the book racist, back in the 80s). It is not for academic study or for colleges or indeed high schools.

Also this isn't something being ordered by the government. You can disagree with it, but it's not significantly different than the often edited editions of, say, Canterbury Tales that people read in school.
