Well from that one picture...
the characters are probably meant to be OOC to make it funny.

OOC humor is so cheap though. The things that got the biggest laugh out of me tend to remain true in some way to the character's personalities.

For example, Rifyu's comics(YMMV) aren't 100% IC but Ange's still neurotic, Bern is still expressionless when she's not mad and Kirino's still tsundere.

I didn't say it wasn't cheap. I'm just saying that it was probably the intention.
I don't even read these comics and from that one pictured I probably wouldn't like them.
