Yep, that's the one. I'm pretty sure you can skip it without missing any plot point, so I'd say go for it.

Yeah, I'd say you can skip it without missing out on too much. A couple people from it show up again later, but I don't think seeing it really adds much context/value.

Plus, Ten has two whole seasons before that special comes up, so even if you wanted to watch it for completion sake, there's plenty of other, better stuff that comes up first.
