You will probably have to torrent it. I had to. It does not exist on DVD, and I wish you luck at finding it on VHS. I found this out the hard way.

Doctor Who before Nine is one of the few things I have absolutely no guilt about torrenting, because so much of it is ridiculously difficult to find, especially in region 1.

I netflixed a lot of it, but yeah, there seems to be so much more available of you know the right place to look on the web than trying to get the DVDs. When I torrented Eight's movie, I kind of went, "Well, it's not like I didn't try to get it legally."

Amazon is your friend. In the USA it's even Prime eligable, in the UK there are about six listings for it.
Pretty sure you could get it delivered from one of them whereever in the world you may be.

DVD does exist, I have it on my shelf :D

Really, they released it? I swear it wasn't on DVD when I went looking a year or two ago. It was still in flux because of rights issues and such.

It was definately out in the UK at that time. I've had mine for a few years now, I think I got in 07 or 08.

It may be a new release in the USA then.
