It's not actually a cartoon like that, if it's what I think. I'm pretty sure that's a cartoony version of Tia Dalma from Pirates of the Caribbean 2 and 3.

In which case, I didn't realize it was ink either.

I think it was MEANT to be betelnut juice (or something, I don't remember the word exactly), which is a hallucinogenic plant with black juice.

Ink is just as plausible and much funnier, though.
