I have two reads on the whole '99% of mages in the game are crazy' thing. One is that it ties into a recurring theme of the game that the opposing groups are not that different in the end. The other is that the natural reaction of most people is to resist locking people away and denying them their freedom, so they had to show why the templars have to be so vigilant with the mages. They may have just tipped the scale a little too far.
