It's true. A gunshot would be at least 2D6 DMG. While your average high-level protagonist might be able to shrug that off, a 1st level NPC? Only has one hit die to start with. And HP only regenerates at 1 HP an hour if it's been bandaged properly. That would take at least eight hours of sleep to heal.

But how can one accurately assess the levels of TV show characters?

You have a roll a perception check. If you fail it, you can make a decent guess based on what rolls they tend to pass or fail. High level fighters like Jack Bauer and high level clerics like Gregory House are easily distinguishable from their lower level peers because the former hits higher armor classes like Kevlar and Helicopter, and the latter has a +20 to Cure Disease.
