This. And one of the things I liked best about Alucard was that obviously he was controllable (to a degree). If he'd been completely under Integra's thumb, I'm not sure I would have liked him half as much.

It's a classic case of a capricious, godlike power that's only sorta under your control. Holding the leash is only marginally less dangerous than for the victims:

Actually (at least in the manga) Alucard can do whatever he wants without Integra's orders.

He just chooses not to.

(Seal was debunked by Hirano in his interview in Puff magazine. It's a Gonzo creation). But I said it in the past, without Integra's influence, his role in Hellsing would have been like The Dawn.

Where he's a glorified comic relief.
