I don't agree with either extreme. I think you're ten times closer, OP, but it's not JUST the vocal chords that make up peoples' voices. It's also the way people use them. A good friend of mine has the PERFECT squeeing-otaku-kawaii-fangirl voice and it's wretchedly and unabashedly adorable, but she doesn't use it most of the time, instead opting for the casual rough tomboy tone. Now if she switched bodies with, let's say, my boyfriend, I have a hard time believing that she would sound just like him in his body or that she would sound like her. Honestly, I can't help but think she would surpass his natural speech and hit a record low tone, and he in her body would probably just sound even higher. The reason for this is, she clearly favors the more masculine end of her own personal range, so if she were to switch to a body with a lower range, she would probably push the low end, while someone else would probably be closer to the mid-range of her natural vocal range.

But, you're generally right, of the two extremes, I would tend to favor yours.
