The term I would use is "underdeveloped character."

I agree. I found Ginny underdeveloped; she was practically a placeholder in CoS and then seemed to come out of nowhere in OotP. And the romantic angle seemed completely out of left field.
I very much prefer the term "underdeveloped character" because it's well-defined so it can be easily argued (the exact opposite of "Mary Sue"), and doesn't have the judgmental emotional torque of "Mary Sue."

Yeah, this. I was talking to my brother and his girlfriend about this the other day--I don't think I'd call her a Mary-Sue (because she's not the spotlight-stealing squad or anything, at least not that I recall), but she was...really hardly developed, and the times she DID get center-stage were either a little strange or...well. In my opinion, the scenes concerning her romance with Harry usually seemed flat-out creepy to me. (What with her suddenly dating a huge block of guys in the space of a year, and Harry's growling jealousy beast and...ugh.)

How did she date a whole block of guys? She dated 2 guys in 2 years. At that age (14-16) my average relationship lasted 2 months.

Many of the people who criticise Ginny fall-back on this tried and tested route, and then wonder why they get called sexist or misogynistic and whine about the evil defenders not allowing them to hate whatever character they like.

YES. Thank you! A Mary-Sue is a character that is prominent or overly prominent throughout the entire story, not one that shows up when she's needed and may have some show-stealing qualities. IMO, Hermione is more of a Canon Sue than Ginny, especially in book 7.
