No, she's not a Mary Sue. That term really has become short-hand for "I dislike this female character" without needing to identify why she does or does not work. A Mary Sue takes over a story where they do not fit. In hindsight, it's obvious Ginny was meant to play the role she had right from the first book, and her marriage to Harry fits the narrative thematically.

Now, I think it's fair to say that JKR might have failed in executing her character arc--loading her with informed attributes, overpraising her, and underwriting the romance, causing her to come off as obnoxious and one-note rather than spirited.

Doesn't make her a Mary Sue. Just an unsuccessful character. Of course, YMMV.

my mom's friend is a literary agent, and she called H/G from book four. at the time we thought she was nuts, but turns out she was just more genre savvy.

Just sayin'- I think I had thought that Harry might get with her one day waaay back when I first read 2nd book. I didn't even think about it actually becoming canon though back then.

Yeah, but that's precisely the problem - it doesn't. Pretty much from day one they set the Weasleys up to be the family that Harry never had, which means Ginny's the one who's like a kid sister to him (not Hermione, as TDH protests); Ginny's early series infatuation is clearly played as a big brother complex. And Harry marrying his surrogate sister is... yeah. The thematic choice would have been Hermione, but JKR was so committed to the R/H OTP that she had to sink that one.

Now see, I figured from GOF (once the kids started getting hormones and it was clear romance would play a big role) that H/G is the reason JKR created the Weasleys the way she did--a large, close-knit family of boys with a single girl for our orphaned hero to marry and thus fully regain the wizarding family he'd lost. It's a classic resolution, with marriage restoring order to the universe and healing the loss Harry had been suffering from the beginning. Hermione, being an only child and a Muggle-Born, cannot fill that narrative role nearly as well.

I don't think it's creepy, because Harry himself never really thought of Ginny as a little sister. FWIW, I did find the execution of both the main romances forced and unconvincing. I suspect love stories simple aren't one of her strengths, or else she was just juggling too many balls by that point.

Not only marrying his surrogate sister, but surrogate sister who looks exactly like his mommy. Which totally makes it less creepy, really.
