Too many fanworks in Hetalia, specifically the USUK pairing, do not take advantage of the fact that they are NATIONS for god's sake, which is probably the thing that sets Hetalia apart from other canon.

Why do people persist in writing the characters like they are just boyfriends from other countries?

...Because not all people multiship? There's not much of anyone else who does the same, but there's probably more than I'd think.

I just don't ship much at all now in Hetalia because of that very headcanon.

I think they're too ignorant to write nations and lazy to reasearch but writing boyfriends 4-eva is easy.
