You know, when I first watch GW, I shipped her with Heero, but having watched it again much later, with all the change in taste that comes with growing up, I have to agree with you - I like them better as BFFs. And Dorothy & Relena would be such an awesome pairing, omg. xD I am not sure I can see Relena ever really going for it, but that wouldn't necessarily stop Dorothy from trying. I shall have to ponder this a while...
But I could see Relena as thinking that Heero should be the one for her, though. I mean, at that age, given hormones and how your body and mind are changing (not to mention all the chaos of the world around them , etc.), I feel like Relena (and maybe Heero, too, on some level) thinks that she and Heero should be attracted to each other. They should be together - and it's convenient and easy, but it never quite feels right. And Relena would eventually realize that, I think -- though I think Heero might catch onto it sooner -- that they aren't necessarily meant for each other.
... if that makes any sense. I mean, although Relena loses a lot of her naivety as the show goes on and probably loses a good deal more in her dealing with politics after, I can see her retaining a naive idea of how romance and all that works for some time, because she likes ideals...
and woah, I'm sorry. xD; /metas all over.
BUTANYWAY THE POINT IS... relationships are better complicated, obviously. Also, bashing Relena for cockblocking ships is stupid and silly and is one of the many reasons I tend (and tended) to avoid GW fandom anyway. xD;

I totally agree, though I think she would hold off on a relationship with anybody until she's sure she has the time to devote to it. Because from the first few episodes, I always got the feeling that as much as she loved her adopted father, she felt like he rarely had time for her. And she wouldn't want to do that to someone else because she knows it hurts. So in my mind she may want to pursue something with Heero, but refrains from it because she doesn't feel it's the best time. And as time goes on she realizes it's really not meant to be and it would never have worked because she's totally incapable of relating to or understanding him in the way he needs, and vice versa. They're still great friends, but they just can't work romantically.
My headcanon is a strange place. I need to get it into fic form at some point. Working on it, with the above being a larger part of a Heero-tries-to-reintegrate-as-a-civilian storyline, which results in lighthearted comedy that gets progressively darker and more serious as it becomes apparent just how utterly screwed up that boy is.

That's true -- I totally agree with her holding off on a relationship until she has time to devote to it, though at the same time, I could possibly see her sort of dabbling on the side with trying to drag Heero out on a date every now and again just for a short breath of relaxation and normalcy. Not that this would be a frequent thing, mind you -- but just that I could see her wanting and needing some time to just be Relena, something she can totally do around Heero. They don't necessarily understand each other, as you say, nor do they properly relate to each other, but given that they sort of accept each other anyway (which is probably part of the source of Relena's initial misconception that they should work out romantically), that does give them room to be themselves.
Or I could be just totally making stuff up off the top of my head. >__> I do that sometimes.
But psh - strange (and interesting!) headcanons are fun! :D Even if they sometimes diverge from actual canon or what the creators perhaps intended, they're still fascinating things. And aww, yes, Heero is a very screwed up boy... But that sounds really, really interesting. I always did wonder if Heero ever actually could integrate into society as a civilian. He's been not-a-proper-civilian for so long, I'm not sure he ever fully could... Unlike, say, Duo who also is screwed in the head but at least is sociable enough to manage.
I like 1 & 2 as Vitriolic Best Buds, though. :3 And I don't mind sides of Ho Yay. xD; Have you just been working it out / planning / writing it, or have you posted any bits of it anywhere?

I think Heero could reintegrate as a civilian. He's still young, and somewhat malleable in that sense. But it would not happen overnight, and probably not without some intensive $150/hr.-and-a-couch help. I'm still planning most of the fic, but I have the first (and admittedly short) chapter posted here (http://www.fanfiction.net/s/7241780/1/Reintegration). Feel free to check it out.
